The Roads considered as "out of Victoria" comprise the Road to Aberdeen,

Pokfulam Road junction 4 1⁄2 miles :- Pokfulam to Stanley inclusive of the lengths of rural surface repairs, water and Repulse Bay, when the Road follows the line of road is miles: Stanley corner 7920 yards @ 3 sypraw and thence to Hong Kong to the boundary of Victoria at East Point, 1 1⁄2 miles - Teklam to Wongneichung 4 miles,

The new pathway to the Peak from the Albany 1 3⁄4 miles. Pathway Aberdeen to Hauchi 3 miles. Pathway to Staunton's Valley from Wongneichung 2 3⁄4 miles.

The above description of repairs of roads forming 25 1⁄2 miles of Road varying from 10 to 28 feet wide and pathway of 5 feet wide forming a length of 7 1⁄2 miles.

The principal cause for expenditure on account of Roads in this Island is naturally one arising from damages resulting from acting upon its loose, sandy and unctuous soil; on those portions of the Roads when comparatively level the repairs described are generally unwashedly small; but as the gradient increases so does the damage notwithstanding the care which may have been taken.

Bars taken in the drainage, but by providing for the direct passage of the waters, or in the prevention of its accumulation by the formation of Catchwater drains, and in particular the construction of Road it frequently happens that even these latter become affected by the passage of water and that they are obliged to be pared and as specially cared for as the head Staff.
