I received your No 290 of 31st ultimo, as also the list of queries therein enclosed, to which I have now the honor of replying.

Query No 1. - Having received and paid over the amounts to the late Mr W. H. Newman at his express desire, he (Mr W. H. N.) having always assumed the sole control of that particular Department, to which such sums were payable, is prima facie proof of which I beg to refer to W. J. Mercer, Esq., Colonial Secretary.
