opinion that Mr. Gunthorpe is officially responsible for the deficiency in the Harbour Master's office to the extent of $900 received by him, and

that he has, upon his own admission, been guilty of such neglect and misconduct in the discharge of the duties of his office as to render his immediate suspension necessary, with a view to his ultimate dismissal from the Service.

That the Council entertain no moral doubt that Mr. Gunthorpe has been guilty of a fraudulent misappropriation of public money, but that there does not appear to be at present sufficient legal evidence of the fact to ensure a conviction in the event of a criminal prosecution being instituted.

The Council then adjourned.
