"manner in which these alleged private resources were acquired, it would seem to be impossible to give credence to Mr Gunthorpe's unsupported assertion that the monies unaccounted for were paid over to Mr. Newman. It will therefore become necessary for the Executive Council to investigate the case thoroughly, and having done so to advise the Governor 1st whether Mr. Gunthorpe has acted in such a manner as to merit suspension; and 2ndly in the event of an answer in the affirmative whether the case will be met by simply dismissal from the service, or seem to call in addition for a criminal prosecution?"

The following persons were examined by the Council:-

Mr Gunthorpe

Mr Rubery, Accountant in the Colonial Treasury.

Mr Levy, clerk in Auditor General's Office.

Mr Douglas Lapraik, who was allowed to attend the Council on behalf of Mr Gunthorpe.

It was proved to the satisfaction of the Council, that the sum of $900 was paid to Mr Gunthorpe for Emigration Brokers Licenses, while he had charge of the Harbour Master's Department. That no entries of these receipts...
