I do not think there can be
any moral doubt as to Mr. Gunthorpe having been guilty of a fraudulent misappropriation of public money, but in accordance with the advice of
the Council unless further legal evidence be discovered I do not intend
to direct the Attorney General to institute a criminal prosecution
against Mr. Gunthorpe only therefore
and have
to recommend that
he be dismissed
from the public

I may take this opportunity of
mentioning that this case
that this case brought to
my knowledge the fact that there are

charged
with the
collection of revenue who have never been required to enter into security,
an
omission which I have called upon them
to remedy forthwith.
