I do not think there can be

any moral doubt as to Mr. Gunthorpe having been guilty of a fraudulent misappropriation of public money, but in accordance with the advice of

the Council unless further legal evidence be discovered I do not intend

to direct the Attorney General to institute a criminal prosecution

against Mr. Gunthorpe only therefore

to recommend that

he be dismissed

from the public

mentioning that this case
