Give clear directions. The Judicial officer of the Colony cannot be too clear of any temptation to prejudge questions which may be brought before him in court. As, however, I perceive that he had not lost sight of proper directions and had long been imbued with them in Adams' reference to the existing state of public service, I am not prepared to object to this appointment as a temporary measure, having submitted it for Her Majesty's approval. It has been pleaded that the necessary dispatch will be transmitted to Hong Kong at an early opportunity.
