I have to acknowledge the receipt of your dispatch 839 of the 30th of March last and to express the heavy censure pronounced on the Acting Administrator General of Hong Kong, Mr. Pennie, and the arrangements made by him in the discharge of the duties of the office during Mr. Rennie's absence.
