this ground has been permitted by him, with a view to the expulsion of wrong-doers, for the protection of honest men, and the perpetual maintenance of Amity between the Chinese and foreigners.

Accordingly, this Proclamation is issued, embodying instructions for the information of the inhabitants and boat people of this place.

If ye who have long been dwellers upon this spot, fulfil your duty and obey the law, Chinese and foreigners being now in peace and Amity, the British troops will undoubtedly manifest the same tender care for the people as is shown by the Chinese Authorities, and use every possible diligence in affording you protection. Let every man attend to his business as usual. The temporary rental of this soil need give rise to no suspicions or doubts.

No one, however, shall be longer suffered to bring the locality into bad repute by allowing it to become a hiding place for outlaws or bad Characters, or by disturbing the public peace through disorderly Conduct. Should any one venture to disobey these injunctions, as soon as discovered and arrested, they shall be visited with the same punishment as the original offender. No leniency will be shown.
