Proclamation by (the Deputy Magistrate of Nowloon)
The locality of Tseemsha Toon being constantly made a place of refuge and concealment by men of boxer character, whereby serious injury is caused to both Chinese and foreign traders, the British Government have agreed to take the site on lease, and to station officers and troops there for the purpose of expelling bad characters, in order to ensure safety to the well-disposed.
