I have the honor to transmit to Your Excellency's information a Copy of a lease of Kowloon peninsula obtained by Mr. Parkes on behalf of the British Government from His Excellency the Governor General of the Kwangtung province, and also a copy of a Public notice which has been issued by my order, by the Officer Commanding the Detachment on the Peninsula.
