I have learnt with much satisfaction from Your Excellency's communication of this date that it is your intention to encamp troops on Kow-loon, apart from the military considerations which have induced you to take this step, it will, by enabling you to maintain order among the thieves and pirates who have established themselves in the centre of our harbour, serve to abate, for a time at least, a nuisance which has lately become intolerable.
