As the expenditure was incurred by the agents and not by this Government, and as it is to them that the amount in question should be handed over through the Procurador, I beg Your Excellency will allow me to return the order, and to excuse my doing so.

I beg also to send you Mr. Caldwell's quarantine return, from which Your Excellency will perceive that the money should be remitted to Senhor Lorenço Marques, in order to be handed over to the above-mentioned agents.

It appears to me that this is the most convenient course to follow in this affair. I avail myself, &c., Macao; 4th February, 1860.
