every city. Requesting assistance on the part of the Government of Macao, in order that Mr Caldwell might accomplish the task imposed on him by endeavouring to obtain evidence against the individuals who are accused of having deceived those Emigrants.

Before my arrival, the Council of Government had already afforded Mr. Caldwell all possible protection, the result of which was the discovery of 5 of those individuals found by him in the Emigrants' depots, all of whom had signed their agreements before the lawful authority, in accordance with the Regulations.

On the delivery of these Chinese to Mr Caldwell, he being answerable for Expenses which they occasioned to the Emigration Agents, who had their part complied with the clauses of the Regulations by presenting the Emigrants at the Procurador's Office.
