Newspapers enacts that

Sec. 8 of 80 Geo.3 c.2.9 person in Great

Britain shall publish any newspaper

"payment of fines upon convictions - to which latter object the 80 Geo.3. c.2.9.

without entering

recognizance

for payment of fines upon

libels. The 1st & 4 Geo.4.

C. 73. S.2 recites the 60 Geo.3. c.9,

increases the

security

to be given by way of recognizance

to £400 for "the principal and the like sum "for the sureties, " and also extends the conditions

of the recognizances bonds respectively to " securing the payment of damages and Costs "to be recovered in actions for libels as well as to cause the

same imposing similar obligations on publishers here would, I am sure, meet with the unanimous assent of the Legislative Council. I think it better however, before formally consulting the Council,
