To facilitate reference I may observe that the Ordinance in question was forwarded to the Secretary of State in Sir John Bowring's Despatch N. 65 of 15th April 1857. A reply was received from M. Labouchere dated 8th July 1857, transmitting objections entertained by the Lords of the Committee of Privy Council on Trade, and stating that until the subject had been reconsidered here, he would defer submitting the Ordinance to the Queen.
Sir John Bowring in reply forwarded a rejoinder from Mr Anstey, and requested instructions to enable him to submit the Ordinance in question to the Legislative Council if necessary in a final manner.
