This state of things is embarassing, the only and suitable course that seems to me open · for adoption is to place Mr Alexander, the Registrar of the Supreme Court, on the Bench as Acting Chief Magistrate :- Mr Alexander performing at the same time the duties of his own office.

The fact of there being a Deputy Registrar renders this arrangement the more practicable, and the Acting Chief Judge has intimated that he has no objection to offer to it...

Mr Alexander will receive his own Salary and half that of Chief Magistrate, the other half of this latter being available on the Embarkation of the Gentleman whom Your Grace may select to fill permanently, the office of Chief Magistrate - an appointment which I earnestly hope may be made at as early a period as possible. I trust that the above arrangement: will meet Your Grace's approval.
