The city harbor of Victoria being entirely shut out from seaward, the intelligence to be thus conveyed of shipping approaching the Island from various quarters will be most acceptable to the community, and in the case of vessels disabled, pilots wanted, or other circumstances of emergency, will prove of great and undoubted service.

A small establishment will be necessary, of which the expense will not exceed £150 a year. I trust that this measure will meet with Your Grace's approval and confirmation.
