The moment however, for taking measures for that object not being opportune, Sir E. reserved the subject until the appointment of Sir Hercules Robinson as Governor of Hong Kong, and on that Officer was devolved the duty of reporting to H. M's Government as to the fitness of carrying the scheme into effect.
In pursuance accordingly, of instructions - chiefly oral, which he received, Sir Hercules Robinson has forwarded his report of which, with its enclosures, I am directed by the Duke of Newcastle to forward you a copy for the information of the Lords Commissioners of the Treasury.
