I think the Colony should provide retiring Allowances for such of the Public Servants, with the exception of those of the Governor, as are willing to submit to Annual abatements for the purpose of securing an advantage. At this moment, however, I am not prepared to submit any definite scheme for the establishment of Superannuation Allowances, but I hope to be able to do so when I have received a reply to my Despatch of the 9th Novr last on this subject.
