of revenue arising from the sale and disposition of public lands, and from the hereditary casual revenue of the Crown, is rapidly on the increase; at present it does not fall far short of £30,000 per annum.

The Salaries proposed in the accompanying sketch will no doubt appear generally high if contrasted with the rates paid either at home, or in other Colonies, but I must point out that such a comparison would lead to erroneous conclusions unless the rates were in the first instance divided by three. All employers here have to pay fully three times as much as they would have to pay elsewhere (India only excepted) and I do not think the Colonial Government have any right to expect zealous and efficient service except at the market rate.
To show the scale of Salaries paid here, as it is essential to a proper understanding of the question, I will instance a few cases from different Services. First, in the Military, I have already mentioned the cases of the Major General, the Deputy Commissary General, and the Principal Medical Officer, who receive more than three times the amount they would be paid at home, or in any other Colony.
