Upon the move of these officers, there is a large expenditure entailed by their position, as there is upon the Governor and Commander-in-Chief of the Colony. I may mention further that the pay and allowances of the Chief Commissariat Officer, Colonel Commanding the Garrison, and the Principal Medical Officer, each amount to nearly two thirds of the Salary of the Governor.

The nearest British Settlement to this is Singapore, which is a dependency of the Indian Government. The Governor is not Commander-in-Chief; the Colony has not an independent Legislature; and the cost of living is yet far less than it is here. The Governor, I am informed, receives in pay and allowances upward of £4,200 per annum.
