Le Committee appear to have imagined that they were called upon to submit in detail upon an amended scale for the Salaries of all the public Servants. But my expectation, I believe, was not that they were to do so.

I believe the intention of the Gentlemen who proposed and seconded the motion for the appointment of the Committee was to frame a Civil List; an intimate acquaintance with the details of public business would be required; but this the unofficial Members certainly do not at present possess, nor I am sure could they be induced to devote the time necessary to enable them successfully to grapple with so difficult a question.

11. Besides, the question is, in my opinion, one which essentially belongs to the Executive Government, and with which it alone is competent to deal. It is for the Crown to take the initiative; to determine in the first instance what is a proper remuneration for its own Servants, and then to apply to the Legislature for an appropriation of the sum required to defray this service.

12. I have accordingly carefully considered the question in all its bearings and now beg to submit a sketch for a Fixed Establishment
