a view to avoid, I believe, the

indelicacy

of discussing

and embarrassment

such a question

before interested parties, and dictating the

opinion of

the

Official

members, it was moved by the Acting Chief Justice and seconded by the Acting Attorney General, that

a Committee composed of un-official Members be

appointed

to consider the subject of a "Civil List" and report thereon to the

Council.

To the

appointment

of

a Committee to consider such a question I was myself personally as was also, I believe,

unfavorable,

the Colonial Secretary and other

N°1.

Official Members. You will, however, I have no doubt,

readily receive the awkwardness

of

our

position, and I thought it better on the whole not to negative the proposition. The Committee

was

accordingly appointed - met once - and agreed to the report, a

copy of which I enclose.

is no doubt valuable inasmuch as,

emanating from the members of

Council who are not interested and who are acquainted with both the cost of living and the rates of remuneration given in mercantile establishments,
