that a fixed establishment" for Colony be determined by Ordinance, leaving, of course, to the Legislature the power of amending such Ordinance at any time in the usual manner with the consent of the Crown.

And I am of opinion that the state of the Ordinances, as well as the necessity, which, as I shall show, exists for an early and general revision of the Civil Establishment, render the present a fitting opportunity for the consideration of the whole question.

5. Since my arrival here, I have received numerous and urgent representations as to the inadequacy of the Salaries of many of Government Officials; and when the estimates were brought before the Council, petitions to the same effect were presented; no change, however, was made in the Estimates for 1860, because I informed the Council that the whole question of Salaries would be treated comprehensively in connection with a "Civil List" which I had under consideration.

6. In the discussions upon the Estimates, a perfect unanimity of opinion appeared to prevail as to the necessity for a revision of the Salaries of many of the principal Officers; and with
