His Grace directs
me to inform you,
that when his predecessor
Mr. Labouchere, in March
1856, refused
to entertain Capt. Walkins'
complaint, he, Mr. Labouchere,
was fully aware
of the despatches of
Lord John Russell and
Sir Wm. Molesworth.
and
of the hopes which
Capt. Walkins had been
led to entertain.
His Grace
sees no reason,
therefore,
for reversing
Mr. Labouchere's deliberate
decision, and must
decline
to reopen
the case.
He regrets
that the earlier
correspondence between this department and
