I reopen the cases, my Predecessor, singularly decided upon this matter, which have not been settled to the satisfaction of the claimants. If this were competent on the part of the S. & S. his time would be consumed in revising the decisions of personal cases, of which we have so many at this Office.
It is, however, at the discretion of the S. of State to take that course, and if, in this present case, the Duke of Newcastle would like to go into this matter the papers shall be collected for his Grace. In the meanwhile I shall not go into it.

Is there any birth entry relating to Watkins's assertion, that in 1612 Sir W. Molesworth and 20th Jan Oufell witnessed Downing ordering the payment of this rent, and that Sir J. Odell "disapproved" of it?
The fact is as stated Hm 17b 2 M. Watkins Janney copies of the two despatches, and the final one written by a predecessor Mr. Labouchere, who took a different view of the subject from his Predecessors.
