Marine Magistrate of Hong Kong on the recommendation of Sir James Lord of the Admiralty.

was then assigned a Salary of £600 for the duties of Harbour Master, & a House of residence for those of the Marine Magistracy to arriving at Hong Kong he was put in possession of the House which his Predecessor in the office, Licent. Pedder enjoyed before him, with the intermission of not performing the duties for three months.

in John Bowring demanded the House of the incoming Brother for Public Service, which Watkins willingly rendered up with a equivalent rent.
