In compliance with the request con I have the honor of forwarding to you the enclosed letter which has been addressed to me.

I abstain from expressing any opinion on the controversy or merits of the parties in the original contention.
It appears to me that imprisonment for a year in such a prison as that of Hongkong, in such a climate, appears to me to be, & in my judgment is, a severe punishment.
