During my absence from London, I

have received your letter

referring to mine of

the 19th instant the 8th instant;

and informing me, by direction of Secretary the Duke of Newcastle that his Grace must decline to take any steps on

a complaint which, if well founded should have been addressed to the local Government of Hong Kong, by parties cognisant of the case.

In reply, I have to inform you

That I have not addressed any complaint to the Duke of Newcastle on this subject;

My object, with regard to it, as instances of the like kind, has been simply to furnish, from time to time, to

the Secretary of State for the Colonies,

such information in my power which
