My Lord Duke,

On the 17th & 18th May and 2nd June last, I addressed three letters to your Department regarding the land of Tsuen Wan. I addressed three letters to your Department of the fine 1839.

Lethe is from Under-Secretary the East of the 131 130th May 1854 in reply to certain communications from me. Under-Secretary the Earl of Carnarvon: and these, representing my reasons for feeling "that your immediate predecessor's intention (announced in those Communications) to Salonen, would be disappointed, and the local enquiry, which Her Majesty's Government there contemplated, fail of effect:

that is to say, (1st) because of the absence of material European "parties," (including the very important witnesses therein enumerated;) and (2nd)
