Nothing is known here of the alleged proceedings of Henry Caldwell at Singapore, except from the Master's accusations.
What shall I do with this? Refer to the Governor.
Inform W. Antey that the Secretary of State must decline to take any steps on a complaint which, if well-founded, should have been addressed to the Governor at Hong Kong, & supported by parties cognizant of the circumstances of Caldwell at Singapore, of which I know nothing.
