Mr Merisale can hardly be considered a person who will leave without answer the full comments deliberately and as such will not be satisfied.

I think he should be referred to the context of previous letters and the division usually expressed.

That as this personal application, his present letter leaves Lord Carnarvon at some loss to understand precisely what the subject of his application is. In order not to misunderstand, His Lordship requests Mr Williams to state distinctly what personal grievances he complains of, and what redress he desires; and to keep this kind distinct from his charges against Mr Caldwell & other officials. He must consider himself to have received the warning of the Government.

But in deference to this statement, Ld C. will do his best to have it considered & decided with as little delay as present circumstances will allow.

In further consideration, I fancy the letter may be a mistake of our own, which I have explained in the annexed draft, which I suggest.
