I have the honor to acknowledge the

receipt of your Lordship's letter of the 30th ult., written in answer to mine of the 17th and 18th ult. to his Lordship Edward Lytton, but without reference to my letter to that Minister of the 30th ult.; which your Lordship probably had not then received.

I need scarcely point out to your Lordship, how much the painful position in which I am placed is increased by the absence of authority with which your Lordship avowedly addresses me.

Your Lordship entertains very serious

doubt, whether the public interest could

in the opinion of the Secretary of State

be promoted by submitting

to my inspection, the correspondence which has taken place between myself and his Excellency John Bowring, in relation to...(your Lordship adds) you are, of course, not at liberty, in his absence, to comply with my application."

I have to state to your Lordship,
