M. hearth was a member of the Caldwell Commission of Enquiry. He was one of the minority, made such by the casting vote of its Chairman.

He was the writer of a letter to Messrs, appended to mine of the 30th July 1858, to the Acting Colonial Secretary of Hong Kong; - a copy of which ought to have been forwarded to you by his Excellency John Bowring, with his communication of my suspension, by the Mail of 10th August last.
