Vom Thraubenzee by which it is agreed that his part of the troops which may be considered as forming the permanent Garrison of Hong Kong shall be withdrawn without the express sanction of the Governor, but as the service may require by the order of the several officer Commanding, the same being merely notified to the Governor.
