With reference to your letter dated 21 April 1889 (Hongkong), I have the honor to transmit a list of War Department property in this Command, claimed for exemption from local taxation.
I enclose a copy of a letter from Lt. Col. Railway Force, enclosing one from Mr. Merchant Gibbs, from which it appears that his houses are rented to the Military Authorities, Police, and others, on the understanding that they are exempt from payment of rates.
