I have laid before the Earl of

Malmesbury your

letter of the 10th Inst.

inclosing copies of Reports from the Commissioner of Audit relative to the mode of paying

the Consular Establishment in China.

I am to state to you in reply

that the proposal of the Commissioners that the funds provided from the Treasury Chest at Hongkong should be issued to the Colonial Treasurer, had already

suggested itself to Lord Malmesbury

as a desirable arrangement, but

that His Lordship presuming

Sir Stafford Northcote Bent...
