To make an indiscriminate addition while other taxes are not, but pending, as they are expressed, British men, it is not probable that the latter, I may in some cases, may be an addition of being so far raised that a Silver Dollar, of which the Market value may be taken at 476 to 478, should be in future exacted where 4/2 is now, and the local legislature may be properly invited to consider how far this should be done, revising the several laying ordinances for the purpose: But it is hardly believable.

Can do no more than adjudge. The wording of the despatch of year 1859 applied to obligations of the taxation, Civil Service, and other matters, not to questions where already machinery to these taxes by Order in Council converting the whole into Dollars at 4/2 and requiring them to be paid in Dollars.
"and in nothing close." — The Duke of Newcastle feels the difficulty of suggesting detailed measures in this Country on a subject of this Description, but considering the failure of the recent reference to the Colony, and the very short local experience of the present Governor, he has not thought it advisable to make a renewed reference, and he is now prepared to recommend for their Lordship's Consideration.
