in view of the measures which should be taken for carrying into effect their own recommendation - Mr. Mercer states in his minute that he sees no necessity for rescinding the Queen's Proclamation of May 1841 and doubts the expediency of superseding it by any such local "Ordinance" as had been suggested. He appears, however, to have concurred in the Resolution of the Council that "the Currency of the Colony should be confined to Dollars and Cents", and that Resolution at the same time adopts Mr. Mercer's minute, by recommending that it be submitted with those of other members of the Council to the Secretary of State.
My Lords have thus before them the contradictory recommendations from their own body, that the Currency should be confined to dollars and Cents, and that the Proclamation should still be retained which declares that the dollar of Spain, Mexico, or the South American States, and the gold and Silver Coins of the East India Company, should be legal tenders in payments at the rates specified, as well as the gold, silver, or Copper coins of the United Kingdom.
