I am directed by the Lords Commissioners of Her Majesty's Treasury to transmit to you the enclosed copy of a Report by the Postmaster General, upon the subject of the proposed transfer of the control of the Post Office at Hongkong, to the Colonial Governments; and I am to request that you will move the Earl of Lytton to communicate the conditions therein contained to the Governor of Hongkong.
