I have attentively considered all these papers, and have carefully examined the records of this office, with the view of enabling myself to comply with the desire of My Lords and of the Colonial Office as effectually as the materials I possess admit; and I have now the honour to transmit to you a copy (with some necessary alterations) of the provisions contained in the Instrument under which one of the Gas Companies registered here is constituted, and which appeared to me the most suitable for the purpose.

But in any use to be made of this paper, I have respectfully to request that it is essential that attention should be paid to the following considerations.

No deed registered here can, in strictness, be considered as approved. No Officer of this department is authorized by law to exercise any control (except in regard to a few minute particulars of a technical character) over companies in their selection of a constitution for themselves, and the registration of a Deed furnishes no guarantee against its being illegal or practically unworkable.

It cannot be considered as having received the approval of the Registrar, whatever the value of that may be.
