of a sufficient antecedent incorporation) and confer upon it the necessary powers for carrying on its operations, prescribing & limit to the maximum charges which may be made for Gas; and that the terms on which Gas shall be supplied by the Company, and taken by the Local Authorities for public purposes, or by private persons, should be left to be settled by contract between the parties in the

usual manner.

Such contract on the part of the Government might stipulate that a fixed minimum consumption of Gas for public purposes should be guaranteed, for a definite period. Whether

Whether security should be taken for the execution

of Company's undertaking within a time to be specified, would seem to be a matter for determination by the Local Authorities, with reference to the circumstances of the Company whose offer is under consideration.
