My Lords observe that in the letter of Thor Bridges which conveyed the proposition of the Hong Kong and China Gas Company to The Colonial Secretary of Hong Kong it is suggested that two modes of effecting the proposed object by legislation appeared open, viz: either the incorporation of a Gas Company by Ordinance, or a grant
also by Ordinance the privilege of selling gas,
subject to such conditions as
the grantors and grantees might agree upon, which privilege, it would seem, is to consist of an exclusive right to supply Gas for public and private purposes at fixed prices for twenty years.
My Lords are not aware of any peculiar circumstances, as regards Hong Kong, which would render the grant of an exclusive privilege a necessary condition of obtaining the advantage of Gas Light for the City of Victoria; and they would suggest for the consideration of the Duke of Newcastle whether it might not be a preferable course that the Colonial Legislature should incorporate the Company (if the Company desire it), for want
