It would not be done by a Vessel of War.
I am therefore to request that you will move Secretary Sir Edward Bulwer Lytton to forward the inclosed Memorandum to the Governor of Hong Kong with a request that he will supply the information desired in it, as well as that requested in the letter from this Department of the 14th February 1857.
