Seamen's effects.
This plan has the
advantage of preventing the delays
which constantly
occur
at Hong Kong
and
My Lords believe, of
Accounts not being
a consequence,
the shipping Master's
rendered
direct.
As such delays cause not only
trouble to
this
Department, but
are
productive of much
unconvenience to the
relatives
of seamen who are in poor
circumstances and look for an early
payment of their claim, My Lords have
thought it right to bring the subject
to the notice of Sir Edward Bulwer Lytton
that some plan might
be
adopted to ensure
the
accounts of
the shipping Master at Hong Kong
being rendered with greater despatch.
