My Lord Duke,
I have the honor to inform your Grace that I have been deputed by the friends of M. W. Tarrant, the Editor of the "Friend of China" at Hongkong, at their request to bring to your Grace's attention the fact of his incarceration in the criminal jail among murderers and felons, & to ascertain your Grace's opinion on this point.
The particulars have been reported by the mail which arrived in London the 11th inst.
