Draft Foreign Office despatch, regarding the construction of prisons.
It is considered that a considerable number of prisoners may be provided while the cost of building is proportionally diminished.
From the low conducting power of earthen material, I compared with metal, and suggest that the walls of the gaol should be of stone or brick, rather than of corrugated iron, by which also the additional advantage will be obtained of rendering communication between the prisoners more difficult.
