It is illegal to place two Prisoners in one Cell, and if the Plans as approved in their present state, it might be well to make it conditional this point being fully understood.

The drawings do not show the means to be adopted for ventilation, but attention might be called to the importance of this object, and local experience would then be applied.

They leave to acknowledge the receipt of your letter, dated the "ultimo, transmitting, by direction of Provisional Sir George Lewis, for such report thereon, a Plan for the enlargement of the Prison at Victoria, Hong Kong.

Having perused the Correspondence accompanying the plan for the proposed improvements, the only objection which occurs to them is the small size of the cells called "double" in the plan, but intended for 3 prisoners each. Those alluded to at fol. 26 where the dimensions of their area are given as 12 feet by 9.

Their height is not given.
