Cells for two prisoners are illegal and I should think that cells for three, although not illegal, must be objectionable everywhere and more especially amongst people of such races as are likely to be Confined at Hong Kong. I should almost think it necessary therefore
to make it an indispensable Condition that the Jail be constructed with separate cells for each prisoner.
