to Main the due exequatur from H. M. the Queen to that Mr. Burrowes may duly exercise his consular functions in the district of Hong Kong. I love to inform God that

when Mr. Burrows reads his Consul at nomination as Consul for Hong Kong, he presented it to

J. Bowring, the Governor of Hong Kong,

who gave him a provisional permission to act in that capacity as Consul in Grenada; Mr. Harries has been for several years established at Nantes and has acquired a good reputation

which has procured him the distinction with which the Governor of New Grenada has honored him.

With the object of assisting Mr. Silas Burrows in the discharge of his duties, and of supplying his place then vacant, the President of the Grenadane Conference on the 30th Sept. 1859 nominated Mr. Silas Burrowes Vice Consul for Hong Kong. I have the honor to transmit to Your Lordship the commission which was issued, and also requesting Your Lordship to be pleased to obtain the Queen's exequatur in confirmation of the same.
